The Comprehensive System of
Personnel Development (CSPD) is the result of a process used to collect data and
other information from various sources both inside and outside of the school
district. The CSPD, as part of the
Special Education Plan is implemented on an annual basis and reflects the
inservice and professional development needs of both professional and
non-professional staff. Specific
district, parent, and community needs are translated into various forms of
training including independent study, small group and large group presentations,
and conferences and workshops. CSPD
activities have a planning, presentation, and evaluation component.
The results of CSPD activities are used to form a basis for future
inservice and professional development needs.
In addition to the CSPD
process, the school district also provides an annual Professional Development
Questionnaire and topics are also included in this district-wide survey and
process. The results of this needs
assessment helps form the inservice activities for the following year.
In addition to the activities
described above, the school district, on an annual basis, ensures that
appropriate facilities, personnel and services are available to meet the goal.
The planning process used for
the above includes the needs assessment in the Special Education Plan.
This document provides the school district with both long and short range
needs. Some parts of the Special

be reported on an annual basis.
Based on the identified needs,
a request is made to the superintendent of schools and board of education and
