JOB DESCRIPTION
SUPERINTENDENT OF SCHOOLS
The Superintendent of Schools is the chief administrative
officer of the Town of Kearny educational system and is responsible solely to
the Board of Education. He/she shall have general supervision over the schools
of the Town under rules prescribed by the State Board of Education and the
adopted policies of the Kearny Board of Education. He/she shall have a seat on
the Board and the right to speak on all educational matters, but shall not have
the right to vote.
QUALIFICATIONS:
- A minimum of 10 years classroom teaching experience
at the elementary and/or the secondary level.
- An earned Master’s degree with at least 32 credits
beyond. Doctor’s degree preferred.
- New Jersey Certificate – School Administrator.
- A minimum of 5 years experience as an administrator,
i.e. principal or above. Central office experience as a superintendent,
assistant superintendent, or administrative principal preferred.
DUTIES:
- The Superintendent shall attend all Board meetings
unless excused and shall serve as the chief executive officer of the Board of
Education and thus be responsible for all phases of education in the public
schools of Kearny.
- The Superintendent shall keep the Board continuously
and completely informed of the state of education in the public schools of
Kearny.
- The Superintendent may suspend, subject to final
approval of the Board, any employee deemed for adequate reasons to have
warranted that action.
- The Superintendent shall report to the Board on all
matters which, in his/her judgment, are helpful or informative to the Board.

- The Superintendent shall investigate and answer
complaints regarding all educational activities in the public schools.
- The Superintendent shall refer to the appropriate
committee of the Board of Education for any action regarding conditions in the
buildings or grounds requiring major repair or capital outlay. He/she shall
be responsible to determine building needs.
- The Superintendent shall be responsible for the
study, interpretation, revision and implementation of the curriculum. He/she
shall provide the leadership in the planning, implementation and evaluation of
all phases of the instructional program.
- The Superintendent shall evaluate all applications
for positions in the school system and shall recommend to the Board of
Education candidates for said vacancies, except those clerical positions
arising in the office of the Secretary, custodial and maintenance personnel.
The Superintendent is responsible for the professional growth of the entire
staff.
- The Superintendent shall recommend for tenure and for
prescribed increments in salary.
- The Superintendent shall assign all staff members and
be responsible for the supervision of all staff members.
- The Superintendent shall recommend for promotion the
properly certified person, who, in his/her judgment, is best suited for the
position notwithstanding any other factors.
- The Superintendent, or his/her designee, shall
approve for purchase all books, instructional equipment and other educational
supplies.
- The Superintendent shall perform properly and
promptly all obligations legally required of his/her office.
- The Superintendent shall be responsible for the
placement and transfer of personnel.
- The Superintendent shall attend all negotiations
sessions unless excused by the Board and shall serve as a consultant to the
Board during negotiations but will not serve as a negotiator.

- The Superintendent shall be responsible for the
development and maintenance of effective public relations between the
community and the schools.
- The Superintendent shall be responsible for
developing such rules and regulations as are necessary to implement the
established policies of the Board.
- The Superintendent shall be responsible for preparing
such reports as are necessary to provide the Board with information needed for
budget purposes and also for the preparation of the educational budget and its
implementation after adoption.
- The Superintendent shall be responsible for providing
auxiliary services for the health and safety of the school population.
- The Superintendent’s stature and conduct shall be
such that he/she is recognized by the community as its educational leader.
- The Superintendent shall formulate and direct the
development of school and district objectives, plans and programs.
- The Superintendent shall exercise power to make such
rules and give such instructions to school employees and students as may be
necessary to implement Board policy.
- The Superintendent shall delegate at his/her own
discretion to other Board employees the exercise of any powers or the
discharge of any duties with the knowledge that the delegation of power or
duty does not relieve the chief school executive of final responsibility for
the action taken under such delegation.
- The Superintendent shall communicate directly or
through delegation all Board actions relative to personnel matters to all
employees; and receives from employees all communications to be made to the
Board.
- The Superintendent or his/her designee shall
represent the district in its dealing with other school systems.
- The Superintendent shall keep informed of modern
educational thought and practices by advanced study, by visiting school
systems elsewhere, by attending educational conferences, and by other
appropriate means, and keeps the Board informed of trends in education.

DUTIES SPECIFIED BY LAW
1.
Report to the Board of Education re: educational program and facilities
of district – N.J.S.A. 18A:17-20.
2.
Serve as non-voting member of Board of Education – N.J.S.A.
18A:17-20.
3.
Provide general supervision of district schools - N.J.S.A.

Assume supervision for district instruction – N.J.A.C.
6:3-1.12(b).
5.
Select and recommend all textbooks, equipment supplies, and other
educational materials for Board approval – N.J.A.C. 6:3-1.12(f).

Visit district schools to keep informed of their condition and progress
– N.J.A.C. 6:3-1.12(a).
7.
Report to the Commissioner and County Superintendent on or before August
1 of each year on matters relating to district schools in a form directed by the
Commissioner – N.J.S.A. 18A:17-21.
8.
Be responsible for discipline and conduct of schools – N.J.A.C.
6:3-1.12(b).
9.
Have authority to suspend staff – N.J.S.A. 18A:25-6.
10.
Have authority to appoint office personnel – N.J.A.C. 6:3-1.12(d).
11.
Have authority to nominate Assistant Superintendent – N.J.A.C.
6:3-1.12( c ).
12.
Ascertain teacher certification – N.J.A.C. 6:3-1.12(g).
13.
May serve as high school Principal – N.J.A.C. 6:27-1.6(b).
14.
Direct the development of policies and procedures to accomplish the
evaluation of all tenured teaching staff members – N.J.A.C. 6:3-1.21.
