JOB DESCRIPTION
DIRECTOR OF SPECIAL SERVICES
1. The Director of Special Services shall be responsible for administering the program for all children classified as handicapped by the definitions in Title 18.
2. He/she shall assist the Superintendent of Schools in determining program and adequate facilities for the handicapped child in Kearny.
3. He/she shall administer procedures of diagnosis of the handicapped children according to New Jersey State Statute.
4. He/she shall administer procedures for the classification of handicapped children according to New Jersey State Statute.
5. He/she shall supervise curriculum development for special education and be responsible for the placement of students, for scheduling, and for providing materials and supplies.
6. He/she shall coordinate the planning of workshops for teachers and parents of special education.
7. He/she shall consult with parents of handicapped children, school personnel of State, private and community agencies.
8. He/she shall interpret and implement all the laws pertaining to special education.
9. He/she shall prepare the special education budget.
10. He/she shall maintain records for State Evaluation, all referrals, home instruction, preparation of special education budget, all outside placement of handicapped, staffing, and follow-up on all cases referred.
11. He/she shall supervise all supplementary teachers, all special education teachers, all psychological personnel, all learning disability specialists, all social workers and all speech therapists.
12. He/she shall participate with the building principals in the evaluation of all special education teachers.
13. He/she shall evaluate all speech therapists and teachers supplementary to the special education program.
14. He/she shall be responsible for developing programs under Title VI (Federal Funds).
15. He/she shall be responsible for curriculum development in the area of special education.

16. He/she shall be responsible to develop any innovative programs for special education.
17. He/she shall be responsible for development of summer program for special education.
18. He/she shall be responsible for all outside placement of handicapped pupils.
19. He/she shall coordinate the schedule of the following personnel:
a. Speech Therapists
b. Learning Disabilities Specialists
c. Psychological Personnel
d. Social Personnel
e. Supplementary Teachers
20. He/she shall organize and coordinate transportation for the special education students in the community, and also those placed outside the community.
21. He/she shall organize and coordinate the home instruction program.
22. He/she shall coordinate the role of the nurses and guidance counselors in regard to their functioning with the Child Study Team when cases from their school are referred.
23. He/she shall coordinate intra-office staffing for those cases referred on evaluation.
24. He/she shall coordinate inter-school staffing.
25. He/she shall participate in all County Director meetings.
26. He/she shall coordinate the Summer Program for the Handicapped.
a. Interview all teachers, parents and students
b. Hire the appropriate personnel (teachers, students and parents)
c. Organize the program
27. He/she shall be responsible for the supervision of the Head Teacher for the Summer Program.
28. He/she shall supervise and organize the Summer Program for the development of curriculum for Special Education.
