JOB DESCRIPTION
QUALIFICATIONS:
1. Possession of a standard New Jersey Principal Certificate.
2. Hold a minimum of a Master’s Degree.
3. Experience as an elementary and/or secondary school teacher.
4. Evidence of successful potential as demonstrated in prior experiences, references and interviews.
REPORTS TO: Superintendent of Schools and Assistant Superintendent of Schools
GENERAL DESCRIPTION: The Director of State/Federal Funds shall direct, administer, coordinate, interpret and evaluate the federal and state programs in accordance with their guidelines and with the goals and philosophy developed by the Kearny School District. These programs are: Chapter I, Chapter II, At-Risk, Eisenhower, Bilingual and English as a Second Language, Chapter 192-193, Emergency Immigrant, Mini Grants.
FUNCTION OF THE POSITION: (Duties and Responsibilities)
1. Administer, supervise and evaluate the Extended Learning Program, K-12 public and non-public, a total of 10 schools.
2. Administer, supervise and evaluate the Bilingual and English as a Second Language Programs, K-12, public, a total of 7 schools.
3. Administer, supervise and evaluate special education and general services to non-public schools K-8, under Chapter 192-193, a total of 3 schools.
4. Administer, supervise and evaluate the math/science/general curricular services to public and non-public schools K-12, under Chapter II and Eisenhower, a total of 11 schools.
5. Prepare and organize the programs to pass State monitoring process.
6. Review and provide technical assistance, identify and facilitate changes in the curriculum of these programs.
7. Monitor, interpret and promote the local, state and federal requirements as they apply to these programs.

8. Provide access to and assist media library specialists, mathematics and science teachers, high school department chairpersons, and principals, public and non-public to utilize funds from Chapter II and Eisenhower Grants to improve and expand their curricular offerings.
9. Coordinate and monitor the district testing requirements for students, including new entrants.
10. Revise the district-wide needs assessment program to identify eligible students for the Extended Learning and ESL/Bilingual Programs.
11. Meet with sales representatives regarding new educational materials.
12. Monitor organizational information to maintain compliance with procedures and guidelines.
13. Provide in-service training for teachers in the areas of student grouping, math/science training, and the teaching of LEP and Extended Learning students.
14. Develop, write and implement procedures for the Extended Learning and ESL/Bilingual Programs to maintain consistent and equivalent projects in all schools.
15. Provide assistance to school personnel wishing to apply for mini grants.
16. Prepare, maintain and disburse the budget for all the programs.
17. Maintain cost effective educational programs.
18. Develop the application for funds from the following source: At-Risk/Local Resources, Chapter I, Bilingual/English as a Second Language, Emergency Immigrant, Eisenhower, Chapter II, Chapter 192-193.
19. Monitor expenditure levels against budget levels.
20. Maintain an inventory of equipment and educational materials for each program.
21. Revise, reorganize and implement the disbursement of monies for all funds for public and non-public schools for teacher salaries, pension, insurance, equipment, textbooks and all other educational requirements.
22. Supervise, observe and evaluate teachers – Elementary, ESL/Bilingual, English and Mathematics, K-12.
23. Interview and select prospective teachers and support staff personnel.
24. Place and assign staff members in the programs.
25. Strengthen and encourage teacher professional growth and development.
26. Restructure, reorganize and maintain student documents, records, and related forms to meet professional, ethical and legal specifications and guidelines.
27. Revise ongoing verbal and written student accounting system to parents, teachers and administrators.

28. Conduct surveys and studies, as required, to identify remedial and preventive programs, and initiated and implemented modifications as needed.
29. Evaluate and revise new entrant status.
30. Monitor services to students in every academic and elective area as specified under the various grants.
31. Include all identified students in appropriate remedial and preventive programs.
32. Organize, examine and interpret statistical data on students and programs to local, state, federal and professional organizations.
33. Organize and develop the content areas for the ongoing teacher-parent consultations for the Extended Learning and ESL/Bilingual Programs.
34. Serve as liaison to community agencies, college programs, and area school districts.
35. Plan and conduct staff and parent meetings.
36. Investigate concerns and answer questions regarding the educational activities of the programs.
37. Maintain ongoing communication with the district public and non-public schools administrators, state and federal officials.
