POLICY

 

 

COMMUNITY USE OF BUILDINGS

 

 

            The Kearny Board of Education subscribes to the use of school facilities for the integration of the American community and the encouragement of participation in wholesome character building activities conducive to good citizenship.

 

            Individuals or groups granted permission to rent the Kearny School System’s facilities will adhere to all the rules and regulations set forth in the permit (copy attached).

 

 

I.          SCHOOL SYSTEM RELATED ORGANIZATIONS

 

A.        These organizations are defined as but not limited to: PTA, Band Parents,

                        Kardinal Booster Club, Wrestling Parents, Crew Parents, Class Reunion

                        Groups (defined as walk through guided tours only).

            B.        These organizations will comply with all rental conditions except the fee

                        and insurance requirements.

            C.        When these organizations require custodial services after 11:00 p.m. and

                        on weekends, said organizations will pay the rate outlined in the rental

                        conditions (see 111G).

            D.        One permit waiving the overtime charges for custodian(s)’ services will be

                        granted to these school system related organizations in a school year,

                        (excluding Sunday and holidays).

 

 

II.        RECREATION DEPARTMENT

 

            A.        The Recreation Department will apply for and notify the Board Secretary

                        of scheduled dates and events.

            B.        When any change is made, with the consent of the Board of Education,

                        written notice to the Board will be given by the Recreation Department.

                        The replacing group will not conduct any activity, or use any equipment

                        or facility, other than that for which the original permit was issued.

            C.        Groups who request the use of facilities from the Recreation Department

                        and who are not charged a fee will be properly supervised and will meet

                        all criteria set forth by the Board of Education.

III.       RENTAL CONDITIONS

 

A.        Permission to rent a school facility is granted through a Board of Education

                        permit (copy attached).

            B.        Payment for rental of a school facility is required at least two days in

                        advance of the rental date.   Payment will be made - checks or money

                        orders - to the “Kearny Board of Education”.

            C.        All insurance requirements must be fulfilled or rental will be denied.

            D.        Use of a facility for rehearsals is treated as a regular event.

            E.         Rentals are available for a minimum of three (3) hours.

            F.         Hours for events will be from 3:30 p.m. to 10:00 p.m.

            G.        When services of a custodian(s) are required, the custodian(s) will be paid by

                        the renter at the rate of time and one-half per custodian.  Overtime rates

                        are charged according to the rate of the custodian(s) on duty.

            H.        Custodians will not change any of the conditions of the permit issued without

                        the direct consent of the Board Secretary.

            I.          In order to keep the schools available to the public, due to the increase in the

                        cost of insurance, the policy giving authorization for a rental permit shall now

                        include proof of a certificate of insurance.  Certificate shall carry limits of not

                        less than $300,000/$500,000 liability and $100,000 property damage

                        and the Kearny Board of Education should be named as an additional insured

with an insurance carrier acceptable to the Board.  However, Kearny Board

of Education administration may request the increased insurance coverage of

$500,000 combined single limit, based upon the nature of use.

            J.         Authorization for rental permit shall also include a certificate of insurance

                        showing products liability coverage before a permit can be issued if food

                        products are being served or sold unless the organization seeking the permit

                        is covered under the existing Board insurance policy.

            K.        Adequate security and proper supervision must be indicated in the original

                        application.

            L.         Application of a new activity must be presented with proper insurance

                        coverage and security, etc. at least 20 days prior to the regular Board meeting.

            M.       Activities which are not new, such as Recreation, Boy Scouts, Girl Scouts,

                        etc. will be handled by the Board Secretary.

            N.        There will be no alcoholic beverages allowed in the school buildings, or

                        on any Kearny Board of Education property.

            O.        Effective October 1, 1989 there will be NO SMOKING in any building.

            P.         Rental rates will be charged in accordance with the rental rate schedule.

                                    The “Charity” rate applied to charitable and religious

                                    organizations and to other public affairs activities which

                                    hold events for which no charge is made for admission.

                                    Any deviation from above must be approved by the

                                    Board of Education.

Q.        Non-school system related organizations must obtain approved security if more than  75 persons are present at the rented facility for their event.
