Special Meeting

A Special Meeting of the Kearny Board of Education was held in the Board Room, 100 Davis Avenue, on the evening of the above date.
President Torres called the meeting to order and announced that in accordance with Chapter 231, Laws of 1975, Open Public Meetings Act, adequate notice of the meeting was provided to the Observer and the Jersey Journal, and notice of the meeting was posted on the bulletin board in the lobby of the Board Office.
ROLL CALL
On roll call, the following members were present: Mr. Castelli, Mr. Martello, Mrs. Mc Keown, Mrs. Santos, Mrs. Mc Donald, President Torres.
Mr. Robert P. Mooney, Superintendent of Schools, Dr. Ingrid L. Kiss, Assistant Superintendent of Schools, Mr. Leslie J. Gaulton, Business Administrator/Board Secretary, and Mr. Kenneth J. Lindenfelser, Esq., Board Attorney were also present.
BOARD MEMBER ARRIVES
Mr. Sgalia arrived at 5:39 P.M.
BOARD MEMBERS ABSENT
Messrs. Campbell and Doffont were unable to attend the meeting.
PLEDGE OF ALLEGIANCE
Mrs. Torres led the assembly in the Pledge of Allegiance to the Flag.
PURPOSE OF THE MEETING
The purpose of the Special Meeting is as follows:
1. Discussion of the proposed 2005/2006 school budget and authorization to submit same to the county Superintendent of Schools.
DISCUSSION OF 2006/2007 PROPOSED BUDGET
Mr. Gaulton and the Board discussed the preliminary budget and reviewed the Detailed Budget Report reflecting proposed line item increases and reductions.
The following resolution was moved by Mr. Martello, seconded by Mrs. Mc Donald and unanimously carried:
1. Authorization to Register for a Statutory Spending Growth Limitation Adjustment
The Kearny Board of Education hereby authorizes the Business Administrator/Board Secretary to register for a SPENDING GROWTH LIMITATION ADJUSTMENT in the amount of $280,910 in the Preliminary 2006/2007 School Year General Fund Budget - RE: CHANGE IN ENROLLMENT.
The following resolution was moved by Mr. Martello, seconded by Mrs. Mc Donald and unanimously carried:
2. Authorization to Register for a Statutory Spending Growth Limitation Adjustment
The Kearny Board of Education hereby authorizes the Business Administrator/Board Secretary to register for a SPENDING GROWTH LIMITATION ADJUSTMENT in the amount of $1,443,050 in the Preliminary 2006/2007 School Year General Fund Budget - RE: CAPITAL OUTLAY COSTS.

3. Authorization to Register for a Statutory Spending Growth Limitation Adjustment
The Kearny Board of Education hereby authorizes the Business Administrator/Board Secretary to register for a SPENDING GROWTH LIMITATION ADJUSTMENT in the amount of $283,726 in the Preliminary 2006/2007 School Year General Fund Budget - RE: INSURANCE AND DOMESTIC SECURITY PREPAREDNESS COSTS. And be it further
Resolved: That for the record it be noted that the financial transactions recorded to date reflect that the General Fund balance is at the prescribed two percent (2%) level, thereby entitling the District to register for a Commissioner-approved (non-statutory) SPENDING GROWTH LIMITATION ADJUSTMENT (SGLA).

The Kearny Board of Education hereby adopts the Preliminary 2005/2006 School Year DEBT SERVICE FUND BUDGET, as follows:
