The Regular Meeting of the Kearny Board of Education was held in the Board Room, 100 Davis Avenue, on the evening of the above date.

 

President Mc Donald called the meeting to order and announced that in accordance with Chapter 231, Laws of 1975, Open Public Meetings Act, adequate notice of the meeting was provided to the Observer and the Jersey Journal.  Notice of the meeting was posted on the bulletin board in the lobby of the Board Office and filed with the Acting Town Clerk by letter dated August 17, 2006.

 

ROLL CALL

 

On roll call, the following members were present: Mr. Campbell, Mr. Castelli, Mr. Doffont, Mrs. Marks, Mrs. Santos, Mr. Sgalia, Mrs. Mc Keown, President Mc Donald.

 

Mr. Robert P. Mooney, Superintendent of Schools, Dr. Ingrid Kiss, Assistant Superintendent of Schools, Mr. Charles A. Grau, Interim Business Administrator/Board Secretary, and Kenneth J. Lindenfelser, Esq., Board Attorney were also present.

 

BOARD MEMBER ABSENT

 

                        Mrs. Schalago was unable to attend the meeting.

Mrs. Mc Donald led the assembly in the Pledge of Allegiance to the Flag.

OBSERVERS

 

                        Michael Martello, Construction Code Official for the Town of Kearny, addressed the Board regarding two topics:

 

                        1.  Mr. Martello’s offered his professional assessment regarding the alarming masonry condition of four of the District’s elementary schools  (Garfield, Roosevelt, Schuyler and Washington), and stressed the urgent need to address the deteriorating infrastructure of those school buildings.

 

                        2.  The Town’s plans to proceed with a major project to install surveillance camera throughout the Town require the permission of the Board of Education to proceed with the installation of “Motorola canopy radios” on each of the District’s school buildings.  There will be no cost to the Board, and would facilitate the Board’s capability to install surveillance cameras (at the Board’s expense) for their own purposes, if so desired.

 

OBSERVERS

 

                        The following audience members addressed the Board of Education regarding their request to allow Coach John Millar to complete the Fall season as Head Soccer Coach in light of his promotion to the position of Vice Principal of Athletics/Student Activities:

                        Mr. and Mrs. Ezequiel Sanchez, 65-1/2 Tappan Street, and Mrs. Varandas, 305 Davis Avenue, addressed the Board regarding teacher staffing for the upcoming school year.

             The Board has approved the listing of Outside Placement for the 2006/2007 school year as per the attached.

 

B.         ANNUAL APPROVAL OF TEXTBOOKS

 

             As required annually by code, the Board has approved the textbooks used in all grades Pre-K to 12.

 

C.         ADOPTION OF CURRICULA AND CORE COURSE PROFICIENCIES

 

             The Board of Education hereby adopts the elementary, high school, special education, extended learning and ESL/Bilingual curricula, and high school core course proficiencies, which have been annually reviewed and revised as needed.

 

REPORT OF THE SUPERINTENDENTADDENDUM

 

The following resolution was moved by Mrs. Mc Keown, seconded by Mr. Sgalia and unanimously carried:

 

A.         RESTORATION OF  SALARY ON GUIDE

 

             The Board has approved restoring the salary increment “G.L.” for the 2006/2007 school year; the salary shall now be $84,136 plus $5,380 longevity, effective September 1, 2006.

B.         APPOINTMENT OF VICE PRINCIPAL OF ATHLETICS/STUDENT ACTIVITIES

 

             John Millar has been appointed as Vice Principal of Athletics/Student Activities at Kearny High School, at the annual (prorated) salary of $106,744 plus $6,400 longevity, for a total 2006/2007 annual salary of $113,144, effective August 28, 2006.

C.         RESIGNATION OF COACHING POSITION

2.         Report of the Secretary (A-148)

 

            The Kearny Board of Education hereby accepts the monthly Report of the Secretary to the Board of Education for the month ending July 31, 2006, based upon the Board Secretary's certification that no line item account has encumbrances and expenditures which, in total, exceed the line item appropriation in violation of N.J.A.C. 6A:23-2.11(a).  And be it further

           

            Resolved:  That for the record it be noted that after having reviewed the appropriations section of said report and also having consulted with the appropriate district officials, hereby certifies that no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the District’s financial obligations for the remainder of the 2006/2007 School Year.

 

 

3.         Report of the Treasurer of School Funds (A-149)

 

            The Kearny Board of Education hereby accepts the monthly Report of the Treasurer of School Funds to the Board of Education for the month ending July 31, 2006.

 

 

4.         Request for Taxes

 

            The Kearny Board of Education, having determined the amount of district taxes needed to meet the obligations of the Board for the next eight weeks to be $3,182,072.00, hereby requests the Town Council to place in the hands of the Treasurer of School Funds that amount within the next thirty days in accordance with the statutes relating thereto.

5.         Investments – July, 2006 (New Jersey Cash Management Fund)

 

            The Kearny Board of Education hereby confirms the action of the Business Administrator/Board Secretary in having made investments through the New Jersey Cash Management Fund during the month of July, 2006.   And be it further

 

            Resolved:  That for the record it be noted that the interest earned on said investments amounted to $41,961.87, bringing the year-to-date interest to $41,961.87.

 

 

6.         Payment of Bills

 

            The Kearny Board of Education, based upon the representation of the Business Administrator/Board Secretary that he has examined, audited, and certified in writing that the attached bill list is correct in the total amount of $12,321,111.60, covering the period of July 14 through August 17, 2006, hereby orders same to be paid, in accordance with NJSA 18A:19-4.
